Personnel Licensing Directorate (S & P Branch) processes and issues Pilot licenses, Flight crew Licences other than Pilots (i.e; Flight Engineers)
and to various other aviation personnel such as Aircraft Maintenance Engineers, Air traffic Control Officers, Flight Operations Offices under
the framework derived from Civil Aviation Rules 1994 (CARs 94) Parts V, VII, XVIII and XIX. Moreover, Pakistan CAA PEL Directorate issues Cabin
Crew Competency Certificates & Micro-Light Competency Certificates besides certification and oversight of Aviation Training Organizations.
